It's the WWE so i'd be daft to completely rule the gear out, but you can definitely do that body transformation without steroids, its ridiculous to think otherwise.

An accurate BMI isn't measured by Height x Weight. He has access to the best trainers, exercise regimes and diets going, It is definitely achievable inside 11 months. You can tell that the first picture he's loaded up anyway to make himself look bigger, but his arms and shoulders show that he wasn't just a lay about slob.
